BOE Membership and Services

All Members of the Association of American Railroads (AAR) are eligible to become members of the BOE. Associate BOE Memberships for thee years, beginning upon receipt of APPLICATION and payment rather than by calendar year, are also available to:

• Shippers/offerors of hazardous materials

• Carriers of hazardous materials

• Container manufacturing, repair, or reconditioning companies

• Anyone interested in the safe transportation and storage of hazardous materials

BOE Services include:

• Customized, common-sense hazardous materials employee training and testing covering the relevant regulatory requirements of 49 CFR Part 172, Subpart H, emphasizing safety and regulatory compliance problems encountered in the field by veteran BOE Inspectors

• Training and testing for safe loading and unloading of hazardous materials in railcars and other containers

• Independent, confidential inspections of operations to evaluate regulatory compliance status and opportunities for improvement

• Certification / re-certification inspections and annual evaluations of tank car facilities to ensure compliance with the AAR Manual of Standards and Recommended Practices, Section C, Part III — Specifications for Tank Cars, M-1002

• Quality assurance audits of tank car and component facilities to ensure compliance with the AAR Manual of Standards and Recommended Practices, Section J — Specification for Quality Assurance, M-1003

• Terminal (rail yard) inspections to ensure that railcars are being properly accepted and released for hazardous materials transportation

• Emergency response assistance, including tank car damage assessment
