Hazmat is Our Business Everyday
Handling hazardous materials was our business long before the name "hazmat" existed. The Bureau of Explosives (BOE) was founded in 1907 by the railroad industry to serve as a self-policing agency to promote the safe transportation of explosives and other hazardous materials. We actually wrote the first hazardous materials regulations which were subsequently adopted and expanded upon by the Interstate Commerce Commission and later the U.S. Department of Transportation.
Last
year marked the official 100th anniversary of the founding of the Bureau
for the Safe Transportation of Explosives and Other Dangerous Articles,
now commonly known as the Bureau of Explosives (BOE). The BOE was
established in 1907 by the railroad industry to serve as a self-policing
agency to promote the safe transportation of explosives and other
hazardous materials. The Bureau wrote the first hazardous materials
regulations, which were adopted and expanded upon by the Interstate
Commerce Commission and later the U.S. Department of Transportation. The
BOE continues to serve hazmat shippers and carriers and container
manufacture, repair, and reconditioning companies. To honor this
landmark centennial, the theme of the BOE’s annual Hazardous Materials
Seminar is “100 Years of Hazmat Safety”.
In fact, the BOE is still referenced in the Code of Federal Regulations (CFR) 49 Series. BOE inspectors are the backbone of our service. Strategically placed throughout the United States, Canada, and Mexico, they work with hazmat shippers everyday performing regulatory compliance audits for hazmat shippers and carriers (road and rail), and responding to emergencies. The inspectors also provide general awareness and functions specific training for hazardous materials employees which exceed the requirements of CFR 49, Part 172. Their working knowledge of the regulations throughout North America brings a valuable practical application to each training session. Our inspectors reside in the following locations:

We are also engaged in multifaceted inspection activities to ensure compliance with AAR Interchange Rules & Specifications under the Manual of Standards and Recommended Practices and the Code of Federal Regulations (CFR) 49 series. Our inspectors evaluate the processes/practices insomuch as freight car components are manufactured, reconditioned and/or repaired to rectify deficiencies in production procedures, quality controls and component samplings through modifications to AAR mandated industry-wide quality assurance standards. Inspectors assist in education of personnel in the field who are performing day-to-day operations and give advice for the improvement or correction of repair procedures.
